Sarah Apodaca

Research Analyst

Sarah is a research analyst dedicated to advancing equity through public health. Her focus is addressing structural forces impacting health beyond individual control, recognizing that a person’s ability to care for their own health—along with the challenges they face and the resources available—are mediated by a complex web of conditions. Sarah currently works in the WIC program at the State of Oregon’s Public Health Division. With over 17 years in public service, her diverse experience spans Environmental Public Health, EMS & Trauma Services, Vital Statistics, and the Public Health Director’s Office. Exposure to these intersecting areas of public health has fueled her passion for building resilient, equitable, and inclusive government systems that better serve Oregon’s diverse communities. Originally from Alaska, Sarah holds an AA from Cabrillo College and a BA from the University of California, Santa Cruz. She has called the Pacific Northwest home since 2008. Outside of work, Sarah is the proud dog mom to Olive, a ridiculously cute and spirited Chiweenie who loves French fries and Bi-Mart. She enjoys reading, exploring Portland’s vibrant food scene, and finding meaningful ways to connect with her community.

Nui Bezaire

Permanent Supportive Housing Lead

Nui has worked to end homelessness and housing instability for nearly 20 years, starting at the Downtown Women’s Center (DWC) in the skid row community of Los Angeles, where she was integral to the organization’s relocation and expansion and launch of a DWC’s social enterprise boutique and associated job training program.  As a consultant for both Corporation for Supportive Housing and LeSar Development Consultants, she provided homeless system technical assistance to communities nationwide, and helped launch the first statewide flexible funding pool with Anthem in California. She has extensive experience leading systems change in local government in both California and Oregon.  In Napa she was the county and city’s first Homeless Program Manager, where she led the implementation of the community’s Medi-Cal waiver program, Whole Person Care, and helped develop a funding program with the region’s managed care organization. In Oregon, she has spent the past 5 years leading the implementation of a Portland metro regional voter measure, developing Multnomah County’s community-driven implementation plan, and leading regional oversight and accountability for the measure with Metro Regional Government. She lives in Portland with her partner and Bernese Mountain Dog, Count Basie, and loves exploring Portland’s food scene.

Elizabeth Flores, MD

Geriatrician

Dr. Flores is a physician with specialized training in geriatrics who has been serving the older population in the state of Oregon since 2008. Her expertise lies in helping older individuals improve health outcomes and age in place by bringing timely and comprehensive medical care to where they live. Dr. Flores obtained her medical degree from UCLA medical school in 2004. She then obtained a specialty in geriatric medicine with Kaiser Permanente’s Long Term Care Program. Dr. Flores is bicultural and fluently bilingual (Spanish & English). She is a devoted wife and mother of two healthy teenage children and enjoys live theater, dancing, and exploring Oregon’s natural beauty outdoors.

Liska McNally, MA, MT-BC

Gerontologist, Music Therapist

Liska is a board certified and licensed music therapist who specializes in dementia care and creative interventions for older adults and their communities. She completed graduate studies in Gerontology, Aging Services Management at USC. Liska worked in geriatric psych for Providence from 2016–2023, and recently pivoted to hospice music therapy and Geriatric Care Management for LiveWell Care Management. As a songwriter, therapist, and gerontologist, Liska is passionate about making connections and building community through the arts to address the housing and health needs of older adults. Liska is a proud mother, wife, friend, and collie-owner who loves camping, women’s circles, performance arts, and good food.
